Joro Penchev has more than twenty years of experience in the software world in the development and management of projects in a very diverse array of domains. He's an alumni of Sofia University, as well as The University of Electro-Communications in Tokyo, the Bulgarian School of Politics and Babson College. An assistant professor in computer science and mathematics at the Faculty of Mathematics and Informatics in Sofia University (2009-2017) and a long-time contributor to the NGO sector in various domains such as e-government, civic hacking, innovation and entrepreneurship, education, environmentalism, culture and urban policy. Advisor to the Minister of E-Government and tech expert to the cabinet of the Deputy Prime Minister for Good Governance (2021-2022), as well as the cabinet of the Minister of the Economy on digitalization and innovation (2021). Joro teaches diverse courses in data governance, data policy, project management and strategic planning at the Institute of Public Administration and consults various institutions on software systems design and data exchange policies. He coordinated the governance, economy and tech domains in the development of Sofia's long-term strategy Vision Sofia 2050 and consulted data architecture and information systems at Sofia's urban planning facility Sofiaplan. He chairs the Obshtestvo.bg foundation and was on the team that developed the first national Open Data Portal and ran the successful campaign for open source policy in public digital projects.
